Rutgers Compliance Hotline
The university has established reporting pathways for particular issues or concerns.
- Employees should first attempt to voice their concerns or report their issues to their immediate supervisor/manager.
- If employees are uncomfortable with reporting concerns or issues to their supervisor/manager, they are encouraged to make reports through their respective department/school's management chain.
- Employees are also encouraged to contact departments that have been assigned to deal with certain issues or reports. For instance, issues concerning Accounting Errors or Irregularities or other financial matters can be reported to Rutgers Internal Audit; or issues regarding workplace discrimination can be reported to Rutgers Office of Employment Equity, Human Resources.
Rutgers Compliance Hotline
The university has contracted with a third-party service, NAVEX Global, to provide the Rutgers community with an additional reporting mechanism, called the Rutgers Compliance Hotline that can be used to make reports anonymously. Compliance concerns related to financial, athletics, health care, research, and other issues can be filed anonymously 24 hours a day, seven days a week at 1-800-215-9664 or by submitting an online report.
Benefits of the Rutgers Compliance Hotline
While Rutgers policy and law prohibit retaliation against employees who make reports in good faith, the use of Rutgers Compliance Hotline services may provide additional assurances to employees who want to make reports but who fear retaliation. At the same time, anonymous reporting allows the pertinent details of the concern to be collected and fully investigated by the university with corrective action being taken where appropriate. Upon making their report to the Rutgers Compliance Hotline, individuals are assigned a unique code that will allow them to follow a complaint to determine the outcome of their concern or to provide additional information if they choose to do so.
What Should Be Reported?
Activities or conduct that you believe violate a state or federal law or university policy should be reported. This includes violations of contracts and grants, ethics policy, financial reporting, health care billing, coding, delivery and documentation practices, and other compliance violations of any kind.
What Should Not Be Reported?
It is discouraged to use The Rutgers Compliance Hotline service to report concerns for which the university does not have responsibility or that are:
- Emergencies (call 9-1-1).
- Employment concerns, such as performance evaluations, merit raises or supervisory issues should be addressed with University Human Resources.
- Student concerns that should be addressed through the Office of Student Affairs Compliance.
- Grievances filed by faculty and staff that are governed by institutional policies and procedures.
Once a Report is Made
Reports received by the Rutgers Compliance Hotline are sent to the Office of Enterprise Risk Management, Ethics, and Compliance for review. Where appropriate, compliance investigators are for investigation. All other matters are forwarded to the respective departments that address a complaints specific concerns. The assignments are based on the nature of the report. For example:
- While most financial matters may be investigated by the Office of Internal Audit, some financial matters relating to billing for healthcare services may remain with Office of Enterprise Risk Management, Ethics, and Compliance and other financial matters relating to grants and contracts may be assiged to the Division of Contract and Grant Accounting for investigation.
- Issues that relate to the provision, documentation and billing for healthcare goods and services as well as issues that relate to the healthcare-related modified Corporate Integrity Agreement (CIA) and any of the areas listed in the CIA are normally investigated by the Office of Enterprise Risk Management, Ethics, and Compliance.
- Non-financial matters are directed to the appropriate University department for action.
Use of the Rutgers Compliance Hotline also allows for university personnel investigating the concern to ask questions of the person making the report and to maintain open lines of communication with individuals who seek to remain anonymous.
For routine compliance concerns, you should first contact your supervisor or unit manager. They need to know about issues that arise in the area under their management, and will be in the best position to help you resolve concerns at a local level.
If you don't feel comfortable raising a concern with your supervisor or manager (or if your concern relates to them, or if you have previously told them but the concern has not been remedied), there are several ways you can report your concern:
- Report the issue to your supervisor/manager's direct manager.
- Report the issue through one of the specialized reporting mechanisms at Rutgers which may be found in the compliance directory.
- Report the issue through the Rutgers Compliance Hotline which allows you to report an issue anonymously (if you wish) by calling 1-800-215-9664 or submitting an online report.

Remember, even minor concerns are worth discussing. Only through open discussion can we improve our way of doing things and ensure we meet our compliance obligations.
